The City of Toronto has announced its strategy for dealing with encampments in parks and a way for stopping the homeless to stay in parks overnights. Toronto Officials announced that they will be hiring private security guards for patrolling the area and the parks to ensure that the area remains completely accessible for visitors and residents.

The major parks that will implement this strategy are Trinity Bellwoods Park, Lamport Stadium Park, Alexandra Park and Dufferin Grove with two mobile teams for Moss Park and Barbara Hall Park.

The City staff has issued a request for recommendations for hiring private security services and companies. The RFP will be closed on May 30.

The expenditure for the service will be finalized once the contract is awarded to a public company.
In the past years, during the COVID-19 pandemic, large encampments got created outside major Toronto parks as homeless people explained they fear contracting the virus in shelters.

Lamport Stadium and Trinity Bellwoods were the two major places that saw the most tents and structures around them.

“The City also wants to prevent a repeat of large encampments being established that the city and many other cities across North America saw during the pandemic,” officials said in a news release.
“It is unsafe, illegal, and unhealthy to camp in City parks.”

Officials said that if the hired security guard notices a tent being put up in the park, or if one is already put, they will contact the “Streets to Homes” team of the city. The teams will then be asked to talk to the encampment occupants and offer them safe indoor accommodation and services.
