26 Killed, Including Two Foreigners, in Brutal Terror Attack on Tourists in Kashmir
In one of the deadliest terror strikes in recent memory, 26 people—mostly tourists—lost their lives in a horrifying attack allegedly orchestrated by terrorists in the Baisaran Valley of Pahalgam, Anantnag district. The attack has sent shockwaves across India and the international community, as officials confirm that among the dead are two foreigners and two local residents.
The picturesque valley, often referred to as “mini-Switzerland” for its lush meadows and snow-capped peaks, turned into a scene of carnage on Tuesday when gunshots rang out, causing panic among visitors. According to officials, the remote location—only reachable on foot or horseback—significantly hampered emergency rescue efforts. Security forces were swiftly deployed, and helicopters were brought in to evacuate the wounded.
Local residents played a critical role in initial rescue efforts. “Some injured tourists were brought down from the highlands by villagers using ponies,” a senior security officer confirmed. At least 12 injured tourists were admitted to a local hospital in Pahalgam, where doctors say their conditions remain stable.
Prime Minister Narendra Modi, currently on an official visit to Saudi Arabia, condemned the “heinous act of terror” and held a telephonic conversation with Union Home Minister Amit Shah, instructing him to take decisive action. “Those behind this cowardly act will not be spared. Our resolve to fight terrorism is unshakable,” Modi wrote on X (formerly Twitter).
I strongly condemn the terror attack in Pahalgam, Jammu and Kashmir. Condolences to those who have lost their loved ones. I pray that the injured recover at the earliest. All possible assistance is being provided to those affected.

Union Home Minister Amit Shah echoed the sentiment, stating, “We will come down heavily on the perpetrators with the harshest consequences. My heart goes out to the families of the deceased.”
BJP’s Jammu and Kashmir unit president, Ravinder Raina, pointed a direct finger at Pakistan-based Islamic extremist groups, calling the attack a “cowardly act by Pakistani terrorists targeting innocent and unarmed tourists.” He added that the region has been sealed off as a massive manhunt is underway to apprehend the attackers and their local collaborators.
The attack drew widespread condemnation from global leaders. U.S. Vice President JD Vance, currently visiting India, expressed his sorrow over the incident. “Usha and I extend our heartfelt condolences to the victims of the devastating terrorist attack in Pahalgam. Our prayers are with the people of India,” he posted on social media.
