Controversy over the special session of Punjab Vidhan Sabha has taken an unsavoury turn. If the developments that took place on Thursday are any indication, the ruling Aam Aadmi Party (AAP) and the Bharatiya Janata Party (BJP)  are heading for a direct confrontation.

While the ruling party MLAs held a  march to Punjab Raj Bhavan to protest against the denial of permission to hold one-day special session to take up a confidence motion, the BJP took to streets against the Bhagwant Mann government.

The Punjab Cabinet decided to reconvene a two-day session of Vidhan Sabha from September 27  to discuss important issues like the power situation and burning of stubble besides tabling a confidence motion.

The Cabinet has now thrown the ball back in the court of Punjab Raj Bhavan.  By reiterating its commitment to bring up a vote of confidence resolution on the floor of the house, it says it will  “expose” nefarious designs of the BJP to bring down a democratically elected government.

Legal experts are examining the options available to both Raj Bhavan and AAP government in the wake of the latest Cabinet decision to reconvene a two-day session with more than one item on agenda.

To meet the legal requirements,  the Cabinet decided  that the special session will have more than one item to discuss. It may be pertinent to mention that the Punjab Governor, Banwari Lal Purohit, on the basis of legal opinion , had withdrawn the permission to hold a  “single item” special session of Punjab Vidhan Sabha on September 22.

The reason given was that no special session can be called for a single item of bringing up a motion of confidence in the government. It was held that only the Governor can call a session of Punjab Vidhan Sabha, Further,  only the Governor can direct the State Government to seek a  vote of confidence of the House.

The ruling party, however, took it as a direct attack on democracy saying that  the order  was no less than throttling the voice of democracy.

Since the objection was raised by the Governor on holding a session only for bringing a confidence motion, CM Bhagwant Mann says session being convened on September 27 would also discuss important issues like the power situation and burning of stubble

CM Mann tweeted: “People grow up in democracy…not allowing the government elected by the people to work…democracy is murder…in today’s cabinet meeting it was decided to convene a session on 27th September…rivers cannot be dammed…long live the revolution..!”

As the AAP MLAs holding placards marched to Punjab Raj Bhavan, workers of BJP soon assembled and started a protest march to the residence of the Punjab Chief Minister Bhagwant Mann.

The BJP protest march was stopped near Sector 37.

As the situation started growing out of control, the Chandigarh Police used water cannons against the BJP leaders and workers.

After the Cabinet meeting, Chief Minister Bhagwant Mann  said this special session would clear the mystery regarding the alleged conspiracy to topple the democratically elected government in Punjab.
